i am 16 years old i hit puberty about 2 years ago,
but my penis has been the same size since i was a baby
there has been no development at all

First of all, every boy has a different sized winner. Every man's looks different, there's nobody to say that you're not "big" or "small".
All boys are different.
However.. There is something i can name for you, though I'm not sure weather it's a disease or a mutation, however i do lean towards the mutation explanation more. It is called micropenis. It is just what the name sounds like- a small penis, one that never grows. You can go on wikipedia and search it.

but when erect I'm 6 inches total. & have kinda been that way since I was maybe 17.? but i hear that 6 inches is the exact average size.

If all the other puberty things are running normally , it could be that you are just going to have a small penis . It won't do any harm to seek his advice and at 16 it is a good age to ask as it may be possible that you need some testosterone shots to boost pubertyHealth Question & Answer
