Waxing or trimming are probably the best options. Waxing hurts when it is done for a few moments but it is very effective and lasts a while. Some hair removal cremes are supposed to be good but I've been waxing a while so I haven't tried them. Otherwise, just trim. Shaving is not a good idea at all.
