If it looks like the skin healed together at that point, then every male has it. It's where your skin came together and formed the scrotum during gestation. In women, it became the labia.

If the line goes around the penis shaft like a ring, then it could be your circumcision scar. This would look like a bit of thinner lightly colored skin immediately below the "head" of the penis. Just below this is the edge of the circumcision scar.
This scar line can dip on the underside of the penis. (the part that rests on the scrotum when flaccid <soft>) It depends on the type of procedure used.

You can look up circumcision scar if you are unsure.
I don't feel comfortable giving you a link, but looked it up to see how easy it was to find, and saw there are the usual types of procedures in google's image search on the first page.

That line is your circumscision scar. The bending down at the front is probably also from the circumscision. Sometimes when a penis heals after the opreation, the open wound mends to another part fo the wound... this can cause skin bridges and the effect you described.

The bednig down could also be from your frenulum ebing too tight... but if you are cut, I think it is likely that your frenulum was removed during the circumcision.

OK, I see you are not cut. Then it is likely to be a tight frenulum pulling your glans forward. I have no idea what the brown line is.Health Question & Answer
