It's called a 'raphe'.
It is a line that extends from the anus to the scrotum (perineal raphe) and across the scrotum (scrotal raphe).
And yeah... it's like a 'seam' that comes together during development of a male in the womb. In females the two halves become the labia. Can't really see why you find it funny!.?
