Interesting scenario. Foreskins do not really grow back, maybe you were just not circumcised completely to begin with. It is unusual but not unheard of to be re-circumcised for cosmetic purposes. If you are interested in this, here is a good doctor to see:

I don't think you'd be able to seek compensation or damages from the doctor who did your initial circ at 5 years old.

You should be grateful that your penis grew in a way that develop extra skin allowing you to have a longer penis. Had not that be the case, then you would have have a restricted skin and therefore a smaller penis. If you sue you might end up getting it removed and your penis will get shorter, now do you want a shorter penis.? I thought so, just leave it as it is and be happy with what you have.
