How to make a complaint against a doctor in singapore?!

Question: How to make a complaint against a doctor in singapore.?
a and b are married, they see a doctor(gynaecologist) after three years coz no baby, doctor took several test, prescribed medicines, said everything is fine for both and even did iui(artificial insemination) and no miracle happened,we almost spend about 5k and precious time.no improvement so we decide to discontinue.but one year later they went to see a doctor(urologist) and the husband was diagnosed with absent vasdeferens(no tube present to carry sperm back from testes to ejaculate)!so everyone got the picture.?the sperm has no way to come out but yet the first doctor did iui, even a small kid know without sperm cannot father a child!so wat happens is...the first doctor never check the sperm count but just used the prostate gland fluid which got no sperm at all to do iui(directly injecting the sperm into vagina).all the while he was so busy in cheating us and make money,so anyone got the answer to f*** that blood sucker.?Health Question & Answer

Answers:
1] Well, it seems clear that a sperm count was never ordered, which is usually the first thing checked, so malpractice is pretty obvious.
2] See a lawyer
3] I am sure your government has some medical accreditation board to which you could complain.
4] also, any hospitals at which the urologist practices should have disciplinary committees to which you could complain. Even though you would get no money from them, if they forbade the quack the use of their hospital, that would certainly hurt.
5] Did you pay all of the money from your own pocket, or was some from medical insurance .? The insurer will want to get involved.... Health Question & Answer
