Okay so whenever i give him head i notice theres little bumps on his penis. I know its not an std because we have gotten tested together.And he dont shave so its not like, shave bumps or anything. It is most likely that the bumps all three of you are describing are sebaceous glands of hair follicles on the scrotum and lower penile shaft. They are normal and harmless. Could be hair follicles, Fordyce spots or pearly penile papules. If you look up pictures of those you can compare. It depends where they are on the penis and what they look like.
