Nah, this is isn't phimosis. If the skin didn't open wide enough to move back over the head, that would be phimosis.

Chances are, you've discovered your frenulum. Is the attachment on the underside, sort of a web of skin that ties the head down to the skin beneath it.?

There's also a very small chance that the bonds fusing the foreskin to the head haven't dissolved yet. That usually happens by puberty but not in every case. (Background: At birth, the foreskin is attached to the head like a fingernail to a finger. Somewhere in the next few years, that bond goes away and the foreskin becomes movable.) In this case you should see a doctor.

Whatever happens, don't let 'em circumcise you. Many American doctors don't know dick about the foreskin (ha!), and will suggest lopping it off at the first sign of trouble. In this case, get a second or third opinion, from a urologist who trained in Europe, where they're better-trained in the proper care and feeding of an intact penis.
