He basically has been saying the hair causes the itch..around his penis. Should i get him to use a shaver or just ask him to trim it off .?Health Question & Answer

It may actually be a problem with his skin and shaving may irritate it more. Have him wash with an anti-itch shampoo, and see if he gets any relief...if not have him see a dermatologist just to be safe.

neither, you tell him he will get used to it. and if it keeps bothering him it might be something more than just the hair. a check up might be nessessary. but give him some time.

Trim to start, and work from there. Maybe it is just too much hair causing it to create too much moisture, and that causes itching. Right after it is shaved it will itch some as well, then it has to be maintained. It is a bit more work but it may help him out.Health Question & Answer

Like said before, when you shave it, it will only grow back darker, and more. I suggest you just get him to trim it really short, and see if that makes a difference.
