There is no definite answer to your questions. Type II diabetics very a lot from person to person. Some people are entirely insulin dependent others don't even require medication.
To try to answer your question, though. Your caloric intake should not have more that 60% from carbohydrates. Look on the panel of a sugar packet to see the calories per serving and work it backward from a 2000 calorie diet.
Also try looking up "Glycemic index" on any search engine which will give you some relative idea of how sucrose (regular sugar) will effect you blood sugar - the higher the (GI) number the higher you blood sugar will go.
